Checked it and it is a confirmed bug of Chromedriver. They only support emojis which are max 4 unicode chars.
Here is an example:

A star: ⭐U+2B50 - Works as it is 4 unicode chars
A smiley: ? U+1F600 - Doesn't work as it is 5 unicode chars
The issue of the UI turning your emojis into weird text I can't seem to reproduce, for that you will need to send me the exact ones that you are entering.
For now I recommend that you use 4 char unicode emojis until they fix the bug.
EDIT: Check if v1.2.1 fixes the strange character issue
